Social Security Number Denial Letter Process
For individuals looking to get a Driver’s License or State ID who are not eligible for an SSN, a Denial Letter must be obtained. While walk-in services are suspended, students should follow these steps when applying to the Framingham SSA location:
- Mail the following documents to Social Security Administration, One Clarks Hill, Suite 101, Framingham, MA 01702 – do not mail original documents!
- Completed SS-5 form page 5
- write DENIAL LETTER REQUEST at the top
- select legal alien NOT allowed to work
Students needing to apply at another SSA office should locate their local SSA office and try to confirm that office’s procedures.
Getting a Denial Letter will not affect your eligibility in the future, it just means that at this time, you are not eligible for the SSN.

Lack Of Medical Evidence
Lack of medical evidence or documentation is the most common reason for a disability claim to be denied. And if your SSI benefits claim is denied for a medical reason, generally its because the SSA doesnt believe youve provided enough official medical documentation and evidence to show that you meet its very specific definition of disability.
If this is the case, your denial notice will carefully outline all the medical documentation and resources the SSA used to come to its decision. You should see a list of every medical condition for which you were evaluated, and an official statement about how the SSA rules that your condition and limitations should affect your ability to work. The bottom line for this kind of SSI claim denial is usually that its too big a leap of faith based on the documentation youve provided for the SSA to feel confident that your condition is severe enough to prevent you from earning a living.
Sometimes, claimants may also submit medical documentation that shows conflicting results diagnoses from different medical providers, for example. This simply creates confusion for the SSA reviewers and fails to make your case. If you have a documented history of failing to follow medically prescribed therapy for a particular condition, or if you deny the SSA access to your medical records, you can expect your initial claim to be denied.

It is also necessary for employers to be able to tax your income appropriately. A Social Security number by itself is NOT a work card or work permit and must be used in conjunction with other documents establishing lawful immigration status in the US, such as your Form I-20 or Form DS-2019 .

How To Understand A Denial Letter
Your denial letter may seem at first to be a lot of legal mumbo jumbo, but key phrases provide clues as to why your application was denied. For example, you may see words like non-severe or does not meet an impairment listing. These phrases tell you why your claim was denied and why you may need a lawyer for a Social Security disability appeal.
If the letter says non-severe, for example, that means that you did not qualify because the Social Security Administration believes that you do not have a severe medical or physical condition.
If the letter says, does not meet an impairment listing that means that your condition does not meet or equal a disability or impairment listed in the SSAs blue book the Listing of Impairments . However, just because your condition does not meet an impairment listing, that does not mean that you are not disabled or that your condition is not severe. Nor does it mean that you cannot qualify for benefits.
There will be specific language in your denial letter that talks about your ability to return to your past work or whether according to the SSA, you can do other work. If you are able to do your past job, or if the SSA determines that you can do other work , that is grounds for the SSA to deny a disability claim.
