An agreement was reached to pass two bills, one a roads and bridges infrastrucutre bill that could garner bipartisan support and another larger bill to incorporate measures to combate climate change and invest in American families.
The first made it through the Senate but is awaiting a vote in the House. The delay stems from the two-track plan for passing the bills, progressives worry that if the infrastructure bill is allowed to pass before the rest of President Biden’s agenda gets passed centrists will drag out negotiations until the proposals die for lack of inertia.
The biggest hurdle for Democrats to getting the Build Back Better plan through Congress are Senators Kyrsten Sinema and Joe Manchin. Without their crucial votes the Democrats cannot get the legislation through the Senate falling short of the 50 votes they would need. They have asked for the top-line price of $3.5 trillion to be slashed by up to two thirds and it appears that they are unwilling to even meet their colleagues in the middle.

WASHINGTON The U.S. Department of the Treasury and the Internal Revenue Service today announced that Social Security beneficiaries who are not typically required to file tax returns will not need to file an abbreviated tax return to receive an Economic Impact Payment. Instead, payments will be automatically deposited into their bank accounts.
Social Security recipients who are not typically required to file a tax return do not need to takean action, and will receive their payment directly to their bank account, said Secretary Steven T. Mnuchin.
The IRS will use the information on the Form SSA-1099 and Form RRB-1099 to generate $1,200 Economic Impact Payments to Social Security recipients who did not file tax returns in 2018 or 2019. Recipients will receive these payments as a direct deposit or by paper check, just as they would normally receive their benefits.

Many “Social Security beneficiaries have already received” their stimulus payments, the Social Security Administration told Newsweek late Friday. Millions who receive federal benefits, including Social Security Disability Insurance , were reported to be waiting for their stimulus funds last Wednesday.
Many federal benefit recipients who filed a 2019 or 2020 tax return or submitted their details using the “Non-Filers tool” on the website of the Internal Revenue Service “were included in the first two batches of payments, if eligible,” the IRS said in a statement on March 24.
Asked when Social Security and other federal benefit recipients can expect to see their stimulus payments, a spokesperson for the SSA told Newsweek on Friday: “As you may already know, many Social Security beneficiaries have already received their EIPs . The final files we sent to IRS yesterday morning will address those recipients who don’t normally file a tax return with the IRS.”
The spokesperson referred Newsweek to the IRS press office for “specific answers” on an estimated timeline for these stimulus payments and other related queries.
Newsweek has contacted the IRS, the U.S. Department of the Treasury and the Bureau of the Fiscal Service for comment.
Federal aid funds are usually distributed via Direct Express card accounts.
Veteran Affairs Benefits Recipients May Not See Stimulus Payments Until Mid
The IRS and the Treasury Department finally have a payment date for the millions of Social Security recipients and most other federal beneficiaries who do not have to file tax returns.
The majority of their stimuluspayments will be sent electronically, with an official payment date of April 7, according to the announcement Tuesday.
In total, about 127 million payments worth $325 billion have been distributed over the past three weeks. The American Rescue Plan provides for payments of up to $1,400 for eligible individuals and $2,800 for couples filing joint returns. Dependents, regardless of age, also receive $1,400 each.
The IRS had said it would automatically send economic impact payments, which is what the agency calls the stimulus payments, to people who did not file returns but who receive Supplemental Security Income , Social Security retirement, survivor or disability , Railroad Retirement, or Veterans Affairs benefits. But many of these federal beneficiaries, including nearly 30 million Social Security and SSI benefit recipients, have been waiting for news about their payments.

WASHINGTON The Internal Revenue Service, working in partnership with the Treasury Department and the Social Security Administration, announced today that recipients of Supplemental Security Income will automatically receive automatic Economic Impact Payments.
SSI recipients will receive a $1,200 Economic Impact Payment with no further action needed on their part. The IRS projects the payments for this group will go out no later than early May.
Moving SSI recipients into the automatic payment category follows weeks of extensive cooperative work between SSA, Treasury, IRS as well as the Bureau of Fiscal Services.
“Since SSI recipients typically aren’t required to file tax returns, the IRS had to work extensively with these other government agencies to determine a way to quickly and accurately deliver Economic Impact Payments to this group,” said IRS Commissioner Chuck Rettig. “Additional programming work remains, but this step simplifies the process for SSI recipients to quickly and easily receive these $1,200 payments automatically. We appreciate the assistance of SSA and the Bureau of Fiscal Services in this effort.”
For Benefit Recipients With Dependents Extra Step Needed To Claim $500 For Children
The law provides eligible taxpayers with qualifying children under age 17 to receive an extra $500. For taxpayers who filed tax returns in 2018 or 2019, the child payments will be automatic.
However, many benefit recipients typically aren’t required to file tax returns. If they have children who qualify, an extra step is needed to add $500 per child onto their automatic payment of $1,200 if they didn’t file a tax return in 2018 or 2019.
For those who receive Social Security retirement or disability benefits , Railroad Retirement benefits or SSI and have a qualifying child, they can quickly register by visiting special tool available only on IRS.gov andprovide their information in the Non-Filers section. By quickly taking steps to enter information on the IRS website about them and their qualifying children, they can receive the $500 per dependent child payment in addition to their $1,200 individual payment. If beneficiaries in these groups do not provide their information to the IRS soon, they will have to wait until later to receive their $500 per qualifying child.
The Treasury Department, not the Social Security Administration, will make these automatic payments to SSI recipients. Recipients will generally receive the automatic payments by direct deposit, Direct Express debit card, or by paper check, just as they would normally receive their SSI benefits.

The economic impact payment will be deposited directly into the same banking account reflected on the return filed.
