A Social Security Number consists of nine digits, commonly written as threefields separated by hyphens: AAA-GG-SSSS. The first three-digit field is called the”area number”. The central, two-digit field is called the “groupnumber”. The final, four-digit field is called the “serial number”.

The process of assigning numbers has been changed at least twice. Until 1965, only halfthe group numbers were used. Before 1972, numbers were assigned by field offices since1972, they have all been assigned by the central office. The order in which numbers wereassigned was changed in the 1972 transition. Use Of The Social Insurance Number

Canada established laws that restrict the use of SINs in income reporting and has a limited list of federal departments and programs that can collect Canadian citizens’ SINs, such as the Income and Health Care Programs, the Labour Adjustment Review Board, and the Rural and Native Housing Program.

Some private-sector companies, such as telecommunications firms and airlines, can also collect their customers’ SINs. Generally, Canadian law bars private companies from acquiring a customer’s SIN unless there is a specific and lawful reason .

Financial institutions that let customers earn investment income, such as credit unions and banks, can also collect SINs. If certain companies deny services to a customer for not providing a SIN, that customer can file a complaint with the Privacy Commissioner of Canada.

As with American SSNs, theft and misuse of SINs and the accompanying identity theft is a growing problem. A thief can use a stolen SIN to work illegally or to obtain credit, and the legitimate SIN owner could be requested to pay additional taxes for the income they didn’t receive or could have difficulty obtaining credit.

Citizenship And Social Security Numbers

Even though individuals are required to disclose their SSN under many circumstances in dealing with governmental entities, possession of an SSN is not a condition of U.S. citizenship. U.S. citizens are not required to be enumerated at birth.12 This is why regulations issued by the Social Security Administration regarding obtaining an SSN state that “n individual needing a social security number may apply for one by filing a signed form SS-5, ‘Application For A Social Security Number Card,’ … “13 Each individual determines when he or she needs a number based upon federal and state statutes requiring disclosure of an SSN.

In reality, it would be very difficult to work or engage in many activities in this country without an SSN. Virtually all tax matters require the disclosure of one’s SSN,14 as does participation in many government programs, and obtaining a driver’s license. While one may choose not to disclose an SSN in some circumstances, one may have to forgo a benefit. For example, a parent can refuse to provide an SSN for a child on an income tax form, but then the parent cannot claim a tax credit for that dependent child.15

While the social security number was first introduced as a device for keeping track of contributions to the Social Security program, its use has been expanded by government entities and the private sector to keep track of many other government and private sector records. Use of the SSN as a federal government identifier was based on Executive Order 9397, issued by President Franklin Roosevelt. Beginning in the 1960s, federal agencies started adopting the SSN as a governmental identifier, and its use for keeping track of government records, on both the federal and state levels, greatly increased.

Section 7 of the Privacy Act of 1974 provided some limits on compulsory divulgence of the social security number to government entities. However, exceptions in that statute and succeeding statutes resulted in only minimal restrictions on governmental usage of the SSN. Today, an individual needs an SSN to pay taxes, obtain a driverâs license, and open a bank account, among other things. Verifying If An Input String Is A Correct Social Security Number

Here is the Exact Instructions, but I have already done some of it. I will Write what I need help with at the bottom.

More recent enactments by Congress have provided increased confidentiality of SSNs in public records. Any SSNs and related records that are obtained by federal or state authorized persons pursuant to federal laws enacted on or after October 1, 1990 “shall be confidential, and no authorized person shall disclose any such social security account number or related record.”56 Penalties are provided for unauthorized willful disclosures of such confidential information.57

Widespread distribution of SSNs from state driver records has been curtailed since 1994 by Congress under the Driver’s Privacy Protection Act.58 Since its amendment in 2000,59 certain “highly restricted information” may not be disclosed by a state department of motor vehicles without the express consent of the individual, except under limited circumstances.60 The statute provides for both criminal punishment and a private cause of action for violations of its provisions.61

Another federal statute which provides some protection from SSN disclosures is the Freedom of Information Act .62 The FOIA requires federal agencies to generally make their records available to the public, unless a specific exemption applies. “Exemption 6” allows an agency to withhold records that would disclose information of a personal nature where “disclosure would constitute a clearly unwarranted invasion of personal privacy.”63
