Usually, a SSN card applicant must submit the document with the highest quality for proving identity. We call this a primary identity document. In most cases, for a U.S. citizen, this is a State-issued drivers license. If the primary identity document is not available, we would then allow a person to submit an original secondary form of identity.
SSA is temporarily allowing people to mail in an original or certified secondary identity document with their paper Social Security Number application if they cannot request a replacement SSN card online. Acceptable secondary level identity documents must meet the rigorous document evaluation standards for authenticity, and have biographical data such as date of birth, age, etc.
Below are examples of primary and secondary level documents that are acceptable.

Will Social Security Offices Be Closed For The Holidays
If you plan on visiting a Social Security Administration office, be aware of holiday schedule changes. While offices are currently closed to walk-in visits due to the coronavirus pandemic, in certain cases, you may be able to schedule an in-person visit, but make sure to check the holiday schedule.
On March 17, 2020, the SSA suspended face-to-face service to the public in its field offices and hearings offices nationwide until further notice, it said on its website. However, we are still able to provide critical services via phone, fax and online, it added.
The SSA has announced that field offices could reopen for general walk-in service in January 2022. Under normal operation, Social Security offices are open to in-person visits on weekdays from 9 a.m. to 4 p.m.
The Social Security Administration recently announced the next steps in navigating the safe return of employees to our new normal operations, SSA spokesperson Nicole Tiggemann told AARP. Until then, in-person visits can be arranged by appointment in what Social Security calls limited, critical situations involving benefit issues that cannot be resolved by phone, mail or online, AARP reported.

It was 9 a.m., and a flier taped to the glass double doors announced business hours until 4 p.m., Monday through Friday. An American flag fluttered at the curb.
But the office did not open for business, except for a lucky few who gained special entry, for what was then the 605th day since it had been sealed shut to protect its employees and customers from the coronavirus.
It was closed to a man named Kevin, 41, who has seizures from a gunshot wound to his head and now clutched a letter that asked him for documents to help him qualify for disability benefits. I cant get into Social Security! he said, declining to give his last name as he stood outside. They got it locked up!
It was closed to Jennifer Hustedt, 52, a Walmart clerk hoping to drop off her sons birth certificate to qualify him to receive his late fathers disability check.
Just to update his info, they told me I had to physically come in person, she said.
It was closed to Dwight Chambers, 65, who came with a letter he wrote disputing the amount in taxes the government was taking out of the $1,200 a month he receives in disability, so he could help support his granddaughters.

Employees Score More Telework Days At Least For Now
In many cases, SSA employees will have access to more telework days than they did before the pandemic and before former Commissioner Andrew Saul implemented divisive cuts and cancelations to the program for portions of the agencys workforce in late 2019 and early 2020.
I was pleased to see that SSA had listened to the concerns that AFGE had raised with respect to the ability of employees, the overwhelming majority, to not just maintain productivity but also exceed prior levels of producibility while teleworking during the pandemic, Rich Couture, president of American Federation of Government Employees Council 215, said in an interview.
Council 215 represents hearings and appeals employees at SSA. Couture called the planned telework changes a very positive first step, and a leap in the right direction but said he still has several questions about the agencys reentry plan that havent been answered.
Its unclear, for example, how SSA arrived at the Jan. 3 date for employees to begin returning to the office, Couture said.
We have questions as to why the work-from-home-by-quarantine policy will be eliminated when the very circumstances that led to its creation are still in existence, he said.
SSAs reentry plan describes how it will continue to coordinate safety protocols with the workforce. Mask, vaccine and cleaning procedures will remain in place, and SSA may continue to set occupancy limits in offices depending on local guidelines, according to the plan.

Ssa Eyes January Date For Reopening Offices New Employee Telework Schedules
After more than 18 months working from home, the Social Security Administration will begin reopening its offices to employees and members of the public later this year, the agency announced Friday.
The agency, once resistant to telework in the months before the pandemic, will embrace it moving forward, at least initially. SSAs new reentry plan, which it began distributing to employees and union leaders late last week, includes new telework schedules for much of the workforce.
Senior SSA leadership will begin returning to the office starting Dec. 1, the agency said. Employees will begin returning to their offices starting Jan. 3.
The agency will lift its current work from home by quarantine policy starting Jan. 2, at which point related collective bargaining agreements and pandemic policies will end as well.
Employees will have at least 30 days advanced notice before their supervisors ask them to return to the office, according to the SSA reentry plan.
SSA field offices have been mostly closed to the public, or open for dire-needs only, since March 2020. The closures have frustrated members of the public and Congress, who say those from vulnerable communities are struggling to access Social Security benefits.
Many SSA systems employees are eligible for five days of telework each week.

Just like with benefit issues, getting an appointment for help with your Social Security number has a priority system as well. These appointments are reserved for people age 12 and over who are getting their first Social Security card or need to update information related to their Social Security number such as a name change or citizenship status change. These people may also be unwilling or unable to mail original documents. For example, you might not want to mail your original birth certificate or drivers license to prove your identity on your application. So, you could make an appointment to accomplish this. Simply requesting a replacement card is not enough to warrant an appointment in most cases. Replacement Social Security cards can be requested online as well as replacement Medicare cards.

How To Get Help
While Social Security offices remain closed, most services are available through the agencys website, by telephone , or via limited in-person appointments. The Social Security Administration closed its field offices to the public in March 2020 amid the Covid-19 pandemic to protect its employees and the vulnerable elderly and disabled population they serve. Fourteen months later, the agency has unveiled a new express interview process to help individuals apply for original or replacement Social Security cards and submit necessary proof of identity in person.
But the majority of the public must continue to rely on the agencys revamped and expanded online services to apply for Social Security and Medicare benefits and to access related critical information, such as estimates of future benefits.
Social Security is a massive federal program that touches nearly every Americans life, whether its paying FICA taxes during their working years to fund benefits for current recipients or collecting disability, retirement or survivor benefits on their own earnings record or that of a spouse or parent.
Through the end of 2020, nearly 65 million people received disability, retirement, and survivor benefits. As of Dec. 31, approximately 88% of the population age 65 and older were receiving benefits.
In its emergency message last Thursday, the Social Security Administration said, This process was established to address the challenges the public has faced providing enumeration and documentary proofs during the Covid-19 pandemic.

I was instructed by the security guard that they are not seeing anyone inside, they are not taking appointments, and to call the phone number, she said.
Rybka was hoping to get another copy of her social security card.
But, when she called the number listed on the office door, Rybka says a representative told her the same thing we found on the government website.
The social security administration says in some cases, services can obtained from the office online.
But, many who are seeking a new social security card whether they just got married, or lost their other one have to fill out the application and send in their identification– a passport or a drivers license.
Not a copy, but the original license, Rybka clarified.
Rybka couldnt believe what was being asked of her.
We found that controversy over the leadership of the social security office may be partially to blame.

With Columbus Day coming up on Monday, Oct. 11, many Americans will need to take care of banking or government business ahead of time to avoid the unpleasant surprise of finding out that offices are closed on Monday. Meng Announces Social Security Office In Rego Park Reopens To The Public
U.S. Rep. Grace Meng announced today that the Social Security office in Rego Park, Queens has reopened, and is once again providing services to the public. The facility had been temporarily closed for renovations since December 12th.
The site, located at 63-44 Austin Street, serves on average more than 240Queens residents per day. During the shutdown all walk-in traffic and appointments were handled by the three closet Social Security offices in Jamaica, Flushing and Bushwick, Brooklyn.
The reopening of the Social Security facility in Rego Park is great news, said Meng. Im pleased that the facility has been modernized, and I hope these improvements will allow its staff to better serve our borough.
The Rego Park Social Security office is open to the public Monday, Tuesday, Thursday and Friday from 9:00 a.m. to 4:00 p.m., and on Wednesday from 9:00 a.m. to noon.
All 32 employees from the facility who were temporarily relocated to one of the three other offices have returned to the location.
The Rego Park office is a full-service facility handling most Social Security matters including retirement, disability, survivors, and Supplemental Security Income benefits.
