Will Lawmakers Provide A Fourth Stimulus Check
Dozens of lawmakers have pushed for recurring stimulus payments this year.
Meanwhile, the Biden administration has focused on advancing the infrastructure bill and a larger social spending plan.
The reality of any Congressional action is slim, as both the House and Senate only have a little more than two weeks left in session for 2021.
Stimulus Checks For Dependents Va Beneficiaries
Payments to Department of Veterans Affairs beneficiaries who dont normally file taxes and who didnt use the IRS online Non-Filers tool last year started going out April 9, with a payable date of April 14. The batch of 2 million stimulus payments, worth more than $3.4 million, also went to eligible people who had not filed a tax return until this year and didnt use the IRS Non-Filers Tool last year. Some of these payments were what the IRS calls plus-up payments to those who got stimulus payments based on their 2019 returns and then filed 2020 returns.
The third round of stimulus checks, authorized by the American Rescue Plan Act, provides a maximum of $1,400 to eligible individuals, $2,800 to couples and $1,400 to dependents. Unlike the previous two rounds, theres no age limit on stimulus checks for dependents, so its possible to get a check for a dependent college-age student or an aged parent. Because dependents are claimed on tax returns, the IRS can use that information to send out stimulus payments for dependents to tax filers.
People who do not file tax returns currently, however, have no mechanism for reporting their dependents to the IRS in order to get a third-round dependent payment. Thus, the IRS recommends that all nonfilers with dependents, including many federal beneficiaries, file a 2020 tax return in order to get their stimulus payments for dependents. The deadline for filing a 2020 tax return has been extended to May 17.

Those who receive federal aid through Supplemental Security Income or Social Security Disability Insurance can expect to receive their third stimulus payment in âthe same way as their regular benefits.â However, a payment date has yet to be announced by the IRS.
âSocial Security and other federal beneficiaries will generally receive this third payment the same way as their regular benefits. A payment date for this group will be announced shortly,â the IRS advised on March 12.
Federal benefits are usually distributed to SSI and SSDI recipients via their Direct Express card account.
The U.S. Bureau of the Fiscal Service explains: âFederal benefit payments, such as Social Security, Supplemental Security Income and Veterans, are required to receive your payment electronically. You must either have the money deposited directly to a bank or credit union account or get your money each month on a Direct Express prepaid debit card.â

Third stimulus funds sent to Direct Express card accounts that were recently closed âwill be returned and the IRS will reissue the payment,â the website notes.

Seniors Worry Most About The Cost Of Food
In particular, the league says, seniors have identified food as their fastest-growing expense.
Since the beginning of the year, nearly one in five seniors have visited a food pantry or applied for the Supplemental Nutrition Assistance Program , formerly known as food stamps, the league reported last month.
Its highly disturbing that such a large number of survey participants have been forced to access food pantries, says Mary Johnson, Social Security policy analyst for the Senior Citizens League. Over the past 12 months, the price of bacon is up 11%, beef up 10.6 % and fresh fish up 8.5%.
As a result, one in four seniors have reported going without meat, poultry, fish and dairy.
Survey participants added their next-biggest financial concerns were housing and medical bills.
At least for now, the Senior Citizens League argues, a $1,400 check would keep people from skipping meals just to afford necessities like home insurance.

Other Help For Social Security Claimants
The Social Security Administration looks at the cost of living and makes any necessary increases to Social Security benefits.

Other Work Continues On Economic Impact Payments Watch Mail For Checks Eip Cards
In addition to work for federal benefit recipients, the IRS also continues to prepare and deliver additional Economic Impact Payments for other eligible individuals as well as deliver tax refunds.
For those receiving payments in the mail, the IRS urges these taxpayers to continue to watch their mail for these payments, which could include a paper Treasury check or a special prepaid debit card called an EIP Card.
Taxpayers should note that the form of payment for the third Economic Impact Payment, including for some Social Security and other federal beneficiaries, may be different than earlier stimulus payments. More people are receiving direct deposits, while those receiving payments in the mail may receive either a paper check or an EIP Card which may be different than how they received their previous Economic Impact Payments.

How Will Ssdi And Ssi Recipients Get Their Stimulus Checks
SSDI and SSI recipients who receive their monthly benefit payments by Direct Express debit card should receive their stimulus payments by Direct Express. This was not necessarily true for the first and second payments, but the IRS says most disability recipients should receive their third payments by Direct Express. Others might either receive a direct deposit , a paper check, or a prepaid Visa debit card.
The debit cards, issued by MetaBank, are called Economic Impact Payment cards. After activating the card, you can use your EIP card for purchases or use it to withdraw cash . You can also transfer the funds from your EIP card directly into your own bank account, after you register for online access.

THERE’S a push by the Senior Citizens League to get Congress to send out a fourth stimulus check to senior citizens.
The non-partisan advocacy group is calling on a one-time $1,400 stimulus check for Social Security claimants.
The group sent a letter to Congress stating the cost-of-living adjustment, combined with inflation, will hit hard for many older Americans who are on a fixed income.
The proposal came after it heard from many seniors who shared their hardships in the aftermath of the pandemic.
The Senior Citizens League isn’t the only group trying to appeal to Congress.
There’s a petition on Change.org which has gotten nearly 3million signatures. It was started by a Denver restaurant owner.
It’s asking Congress to provide monthly stimulus checks of $2,000 for adults and $1,000 for children for the “…duration of the crisis.”
If the petition reaches 3million signatures, it’ll become one of Change.org’s most signed.

Still Living Paycheck To Paycheck
Some top economists have called for more direct aid to Americans. More than 150 economists, including former Obama administration economist Jason Furman, signed a letter last year that argued for “recurring direct stimulus payments, lasting until the economy recovers.”
Although the economy is improving, millions of people continue to suffer from reduced income and have not been able to tap government aid programs, Nasif said. Only 4 in 10 jobless workers actually received unemployment aid, according to a from economist Eliza Forsythe.
Many people never applied for unemployment benefits because they didn’t think they were eligible, while others may have given up due to long waits and other issues.
“You’ll see reports about how the economy is starting to grow, but there are a lot of Americans living paycheck to paycheck, and for a lot of them the government relief programs haven’t been able to help,” said Greg Nasif, political director of Humanity Forward.
What You Can Do
Admittedly, circumstances can vary for beneficiaries based on when they started receiving their benefits and whether they have dependents who also qualify for payments.
If you started receiving Social Security benefits before January of this year, you do not, for the most part, have to do anything to receive your $1,200.
You may have had to use the governments non-filer tool to enter information on any dependents who are eligible for $500 payments if you didnt file tax returns that included them.
But deadlines to enter in that information have already passed for both Social Security and SSI beneficiaries. If you missed the deadline, you will have to wait until you file your taxes for this year to get the $500 payments for your children, according to the government. But your $1,200 payment should not be affected.
How Were Payments Issued To Ssi And Ssdi Beneficiaries
The IRS, which handled the processing of stimulus payments, used direct deposit information it had for people who filed federal income tax returns for either the 2020 or 2019 tax year. The bank designated in the return for direct deposit of any tax refund would be where the IRS sent stimulus payments.
If you filed a 2020 or 2019 federal tax return and requested a check instead of direct deposit of any refund, the stimulus check would be sent to your address on the tax return. The same address would be used to mail you a debit card, which is the other option instead of a check.
If you receive SSI or SSDI benefits, the IRS uses information obtained from the Social Security Administration to send you the stimulus payment. The IRS sent the payment to the same address where you receive your check SSD or check Social Security Disability.
Do Ssdi And Ssi Recipients Have To File A Tax Return
People who receive monthly SSDI or SSI checks who did not file a tax return in 2018 or 2019 are not required to do anything, including filing a simple tax return, unless they have dependents. For those without minor children or other dependents, the IRS will look at Form SSA-1099 benefit statements to get the information it needs to send out the payments automatically.
Parents who have children under 17 or other dependents, who receive monthly SSDI or SSI checks, and who did not file a tax return in 2018 or 2019, however, might need to file a tax return by May 17, 2021 to claim the “Recovery Rebate Credit” for their minor children or other dependents.
Stimulus Check Arrival Dates For Ssi Ssdi Beneficiaries And Veterans
Federal beneficiaries who file a 2019 or 2020 tax return or used the Non-Filers tool in 2020 may have already received a stimulus payment or could get one in a future batch of checks being sent out by the government.
For almost everyone else, your payment could arrive on April 7 through direct deposit or on your Direct Express card. However, veterans who don’t file taxes ordinarily will have to wait until mid-April, according to the IRS. People who have already filed a 2020 tax return this year to claim missing stimulus money may find that the IRS will likely use this information instead of your 2019 details if it has processed your latest return. Some people may need to file a 2020 tax return, even if they don’t usually file, so the IRS has all the information needed to send payments to cover your eligible dependents.
Who’s Pushing For A Fourth Stimulus Check
According to the Congressional Research Service, nearly five million Americans aged 65 and older lived in poverty in 2019.
With millions on a fixed income, or living at or below the poverty level, the Senior Citizens League is pushing to get another stimulus check into the hands of seniors.
The group launched a petition and started lobbying Congress for another stimulus check.
It sent a letter to members in the House and Senate urging them to consider a targeted stimulus.
It argues the money is necessary for seniors to survive and keep food on the table.
The petition has close to 75,000 signatures.

Democrats In Congress Are Pushing For A Fourth Stimulus Check
Democrats in the House and the Senate are pushing for another round of stimulus payments for Americans still reeling financially during the pandemic.

Now the agency is sending payments to Veterans Affairs beneficiaries who dont normally file taxes. But the Social Security Administration says if you are a beneficiary and havent gotten your stimulus check, you need to file a 2020 tax return now to get any stimulus payments due to you.
To date, the IRS has delivered 164 million stimulus payments worth about $386 billion during the coronavirus relief mandated by the American Rescue Plan Act, which President Joe Biden signed on March 11.
Many low-income beneficiaries including recipients of Social Security retirement and disability benefits, as well as recipients of SSI benefits administered by the Social Security Administration arent required to file tax returns, and some of those payments were delayed. The IRS said it was waiting for updated information from the SSA on bank accounts and addresses of federal beneficiaries to ensure the stimulus payments reach eligible individuals.
AARP has pushed the IRS and the SSA to move more swiftly to get those checks to individuals who dont file federal income taxes.
On March 25 the SSA gave the IRS the updated information required to begin delivering stimulus checks to some 30 million federal beneficiaries still awaiting payments, Saul said.

Eligibility Guidelines For Stimulus Payments
Eligibility for the economic stimulus payments was limited to individuals whose adjusted gross income as reported on their federal income tax returns did not exceed $75,000. Taxpayers filing their taxes as a head of household qualified for a stimulus payment with an adjusted gross income that did not exceed $122,500. For married couples, their adjusted gross income as shown on a joint tax return could not exceed $150,000.
Individuals who receive benefits through certain government programs automatically qualify for an economic impact payment. The benefit programs include:
- Social Security retirement and survivors benefits
- Railroad retirement and survivors benefits
- Disability, pension, and survivors benefits through the Department of Veterans Affairs
An additional requirement to automatically qualify for the economic impact payment, your income must have been too low for you to be required to file federal income tax returns for the 2018 and 2019 tax years. The eligibility requirement concerning the filing of income tax returns may apply to individuals who receive benefits through SSDI and have substantial reportable income from sources, such as investments, that do not prevent them from qualifying for SSDI but must be reported to the IRS.
How Do I Request A Recovery Rebate Credit
You can request a Recovery Rebate Credit for any portion of the stimulus payment that you should have received but didn’t. You do this by filling out line 30 of Form 1040 . The 2020 instructions for Form 1040 and Form 1040-SR include a worksheet you can use to calculate the amount of the credit you are eligible for.
